The Physical Framework Plan is a broad framework or guide for the physical development of Koh Kong. It consists of maps and a written statement, which together set out policies and action dealing with land and marine use, location of investment projects and other issues relating to physical development.
The Physical Framework Plan document is comprised of three main parts. Part I Introduction contains the background to the preparation of the Plan document and its general intent. Part II Situational Analysis presents the analyses of the prevailing or existing situation, present socio-economic and physical characteristics, emerging development trends and a future growth scenario for the area. Part III Physical Framework Plan contains the goals and objectives for the Province as well as alternative spatial strategies, evaluation and selection of a preferred strategy and the detailing of the Settlements, Natural Resources and Infrastructure plan components. Administrative, legal and management aspects are also considered together with the need for future plan revisions.
Annex A comprises spreadsheets used for various projections and analyses of alternative strategies. Annex B in the report contains all the maps produced; these are not included in the downloadable PFP document but rather each map is made available as a separate publication:
