Effective coastal zone management requires strong cross-sectoral integration in relation to planning and development activities in coastal areas, considering both national guidelines and the local coastal resources users' interests. This is reflected in the EMCZ project structure with various project sections at the national and provincial levels.
The Cambodian Government in October 2001 by prime ministerial decision formally established the National Coastal Steering Committee and the Provincial Working Groups as an integral part of the national system for coastal zone management. Also at the National level, the Coastal Coordinating Unit (CCU) functions as the Secretariat for the NCSC, based in the Ministry of Environment.
At the provincial level, Task Forces have also been established from within the Working Groups to coordinate the dialogue and support to the community based pilot projects. These Task Forces again have mobilised Action Teams at the province level to provide technical support from the relevant departments.
